Lucy will give an overview of her findings, and what impact payment has had on the 35% of associations which have decided to pay board members. &lt;br /&gt;&lt;br /&gt;3.0 Workshop Session 1&lt;br /&gt;&lt;br /&gt;As it was a success last year, throughout the two days you can visit the conference internet café. If you are web savvy – great – this is a huge opportunity for you to widen your networks and conversations. If you are less confident, don’t worry - that’s what the internet café is all about. We will support you in taking those early first steps.&lt;br /&gt;&lt;br /&gt;Housing Association Governance – The Financial Dimension&lt;br /&gt;John Chown, Williams Ross Ltd&lt;br /&gt;&lt;br /&gt;Monitoring and understanding your housing association’s financial performance is of critical importance as part of proper governance of the association. This workshop aims to help you giving you an introduction to obtaining better understanding of finance matters and also what information you should receive, and how it should be presented, in order to carry out this important role effectively. &lt;br /&gt;&lt;br /&gt;Chair and Chief Executive – Managing the Relationship&lt;br /&gt;Ann Gibson, Central Consultancy &amp; Training&lt;br /&gt;&lt;br /&gt;The relationship between the Chair and the Chief Executive is absolutely crucial to the success of an organisation.  This workshop will look at the different roles and also discuss how to maintain a positive relationship which ensures good governance of your organisation.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;Regulation - past, present and future  &lt;br /&gt;&lt;br /&gt;Tamsin Stirling, Chair of Bron Afon  &lt;br /&gt;This workshop will look at regulation pre Essex Review, what the Review said and how things might change in future. It will provide an opportunity for discussion about what this might mean for board members and will generate some questions for Doug Elliot's plenary session on Friday.&lt;br /&gt;&lt;br /&gt;Workshop Surgery&lt;br /&gt;&lt;br /&gt;Lucy Ferman and Judy Wayne, Tribal Group &lt;br /&gt;Following on from the main session, this will be an opportunity for delegates to raise any questions or issues they might have on the issue of paying Board members or not.&lt;br /&gt;&lt;br /&gt;4.00 Refreshments and Networking&lt;br /&gt;&lt;br /&gt;4.30 Workshop Session 2&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Financial Inclusion and Fuel Poverty in Wales&lt;br /&gt;Clare Williams, CHC’s Financial Inclusion Support Officer&lt;br /&gt;&lt;br /&gt;70% of social housing tenants are financially excluded, having little or no access to debt or financial advice or affordable credit, or financial products such as home insurance.  People who are financially excluded are also likely to fall into fuel poverty.  This session will provide an overview of the new Welsh Financial Inclusion Strategy and how Community Housing Cymru is helping its members to to increase financial inclusion amongst housing association tenants.  Also find out how CHC are working with the Energy Saving Trust together to eradicate fuel poverty.&lt;br /&gt;&lt;br /&gt;CHC Project-Recruitment, Succession and Information Needs&lt;br /&gt;Patricia McCabe, Central Consultancy &amp; Training&lt;br /&gt;&lt;br /&gt;This workshop will be discussing the CHC pilot project developing good practice guides for board appraisal and review.  The guides will draw on the real experience of the three participating boards. The aim is to contribute to the consideration of some of the implications of the Essex Review and inform the production of practical guidance and tools for board members.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;Effective PR&lt;br /&gt;Edwina O’Hart, CHC, and Helen Ball, Melin Homes&lt;br /&gt;&lt;br /&gt;This session will look at CHC’s PR Strategy, and Helen from Melin Homes will also discuss their PR Strategy on a local level.&lt;br /&gt;&lt;br /&gt;5.30  Workshop Session 3&lt;br /&gt; &lt;br /&gt;The Board’s Role in HR&lt;br /&gt;Patricia McCabe, Central Consultancy &amp; Training&lt;br /&gt;&lt;br /&gt;We often say that people are our greatest asset. This workshop is for Board members who want to discuss how to put that intention into practice, and expand their understanding of employment matters and the Board’s role. It will also highlight the Board’s responsibility for strategic HR issues – how well does your organisation manage and develop its people? How do you monitor performance?   &lt;br /&gt;&lt;br /&gt;Building Good Relationships between LAs and HAs&lt;br /&gt;Tom Broadhead and Nicola Perkin, Torfaen County Council&lt;br /&gt;&lt;br /&gt;Having a positive relationship between Local authorities and Housing Associations has always been important but not always a priority, but the recommendations in Essex point firmly to the need to strengthen this relationship. Niall Alexander looks at an alternative lending model for Wales.&lt;br /&gt;&lt;br /&gt;        &lt;br /&gt;11.00 Refreshments and Networking &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;11.30 Regulation - What’s the shape of things to come?&lt;br /&gt;Doug Elliot, the newly appointed Head of Regulation at the Welsh Assembly Government, will give an update on the main changes that are taking place, how things are shaping up and what you as boards and individual board members can do to prepare yourselves for these changes. &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;12.30pm   A New Environment&lt;br /&gt;&lt;br /&gt;Nick Bennett and Ian Williams&lt;br /&gt;CHC’s Chief Executive, Nick Bennett and Chair, Ian Williams, will talk about the  economic climate, Global Accounts, and the changes shaping the sector through Essex, looking particularly at the new funding opportunities the sector has and should be taking full advantage of. scheme='http://www.blogger.com/atom/ns#' term='essex review'/><title type='text'>CHC Welcomes Recommendations of Independent Review</title><content type='html'>Community Housing Cymru welcomes the findings of the Essex Review and believe if the recommendations are fully implemented, housing associations will be able to tackle the issues that matter to people such as delivering more affordable homes and communities across Wales by potentially investing an additional £100 million over the next 3 years.  The recommendations of this report will give housing associations greater freedom to do more to help tackle the Wales wide housing crisis.&lt;br /&gt; &lt;br /&gt;Some key recommendations are:&lt;br /&gt;*       the need for a strong and sustained political support to deliver affordable housing and go beyond the 6,500 houses in ‘One Wales’ &lt;br /&gt;*       the need to work in close partnership with housing associations and local authorities &lt;br /&gt;*       to free up Housing Associations to provide more homes and community regeneration by revising the regulatory framework&lt;br /&gt;&lt;br /&gt;*        to maximise all funding streams available, including private sector sources, and facilitating the release of public sector land for new affordable homes&lt;br /&gt;&lt;br /&gt;*       to work with housing association consortia to increase quality and give best value &lt;br /&gt;*       to obtain an information base on the housing needs across Wales and target resources to meet needs &lt;br /&gt;*       strong emphasis on performance at local and national level to deliver targets &lt;br /&gt;&lt;br /&gt;The report identifies that the key to delivering the reports aims are: &lt;br /&gt;&lt;br /&gt;*       the creation of a new regulatory framework for housing associations &lt;br /&gt;*       for each local authority to have their own targets with a housing forum, involving all key players focused on delivery&lt;br /&gt;&lt;br /&gt;*       that the Welsh Assembly Government acts as a supportive partner in terms of grant aid, planning context, finance of land lease&lt;br /&gt;&lt;br /&gt;*       the Minister to take an overall responsibility for performance and work in close liaise with key stakeholders to ensure the Government stays responsive to change in housing market&lt;br /&gt;&lt;br /&gt;Community Housing Cymru called for this review and were delighted when, in October last year, the Deputy Minister for Housing, Jocelyn Davies announced she was setting up a task and finish group led by Sue Essex.  The group met or received evidence from over seventy organisations or individuals, including the membership body and many members. &lt;br /&gt; &lt;br /&gt;Nick Bennett, Chief Executive said: "Community Housing Cymru called for this review and called for Sue Essex to lead it, we also submitted evidence and therefore are very happy to stand by these independent recommendations. We accept the challenges it poses, not only to the Welsh Assembly Government but to our members and other stakeholders including Local Government,  but have to take that challenge if we are to meet the needs of communities across Wales in a time of great hardship for the sector."  &lt;br /&gt; &lt;br /&gt;Ian Williams, Chair of Community Housing Cymru said: "These recommendations come at a time when housing in Wales is facing major issues, compounded by the effects of the credit crunch. This is in addition to issues around repossessions which have also been increasing.  Housing Associations have a record of positively responding to the changing world of private finance, efficiency and partnership and are undoubtedly well positioned to increase the supply of social housing."&lt;br /&gt; &lt;br /&gt;Sue Essex commented: "This is a critical time for housing in Wales and we met with considerable enthusiasm within the housing sector in Wales for delivery through this change agenda to deliver for people in housing need. Colleagues from Family, &lt;span class="blsp-spelling-error" id="SPELLING_ERROR_0"&gt;Gwalia&lt;/span&gt; and Coastal joined the discussion.&lt;br /&gt;&lt;br /&gt;David Hedges gave this presentation:&lt;br /&gt;&lt;div style="width:425px;text-align:left" id="__ss_346581"&gt;&lt;object style="margin:0px" width="425" height="355"&gt;&lt;param name="movie" value="http://static.slideshare.net/swf/ssplayer2.swf?doc=swanseabmnetworkapr08-1207857103775469-9"&gt;&lt;param name="allowFullScreen" value="true"&gt;&lt;param name="allowScriptAccess" value="always"&gt;&lt;embed src="http://static.slideshare.net/swf/ssplayer2.swf?doc=swanseabmnetworkapr08-1207857103775469-9" type="application/x-shockwave-flash" allowscriptaccess="always" allowfullscreen="true" width="425" height="355"&gt;&lt;/embed&gt;&lt;/object&gt;&lt;div style="font-size:11px;font-family:tahoma,arial;height:26px;padding-top:2px;"&gt;&lt;a href="http://www.slideshare.net/?src=embed"&gt;&lt;img src="http://static.slideshare.net/swf/logo_embd.png" style="border:0px none;margin-bottom:-5px" alt="SlideShare" /&gt;&lt;/a&gt; | &lt;a href="http://www.slideshare.net/stevecranston/swansea-bm-network-apr-08?src=embed" title="View 'Swansea Bm Network   Apr 08' on SlideShare"&gt;View&lt;/a&gt; | &lt;a href="http://www.slideshare.net/upload?src=embed"&gt;Upload your own&lt;/a&gt;&lt;/div&gt;&lt;/div&gt;&lt;br /&gt;&lt;br /&gt;It was followed by a discussion that picked up key messages from the Board Member Network Conference in March  - namely that:&lt;/span&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;&lt;br /&gt;&lt;ul type="disc"&gt;&lt;li style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-size:100%;"&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;Meeting face to face is    absolutely vital and the precious time that board members commit needs to meet    their needs&lt;/span&gt;&lt;/span&gt;    &lt;/li&gt;&lt;li style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-size:100%;"&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;There should be more    time spent networking with peers – mingling is important&lt;/span&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;    – especially with new shadow board members&lt;/span&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;&lt;/span&gt;&lt;/span&gt;    &lt;/li&gt;&lt;li style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-size:100%;"&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;Conversations need to    be more delegate led – with agendas focusing on agreed key topics    &lt;/span&gt;&lt;/span&gt;   &lt;/li&gt;&lt;li style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-size:100%;"&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;Network meetings should    s&lt;/span&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;top    using up valuable time giving updates– briefings should go out in advance so    people can come prepared in advance &lt;/span&gt;&lt;/span&gt;   &lt;/li&gt;&lt;li style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-size:100%;"&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;Innovation and best    practice is key – and more opportunities are&lt;span&gt;  &lt;/span&gt;needed to enable boards to learn from    each other&lt;/span&gt;&lt;/span&gt;    &lt;/li&gt;&lt;li style="margin: 0in 0in 0pt;"&gt;&lt;span style="font-size:100%;"&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;There    is an appetite to get information on, say governance, from beyond the world of    housing – especially around public service delivery and    health&lt;/span&gt;&lt;/span&gt;    &lt;/li&gt;&lt;li style="margin: 0in 0in 0pt;"&gt;&lt;span style=";font-family:Arial;font-size:11;"  lang="EN-GB" &gt;&lt;span style="font-size:100%;"&gt;More    needs to happen between meetings - networking, information exchanges, learning    and more – the development of on line networks could add real value    here. &lt;/span&gt;&lt;br /&gt;&lt;/span&gt;&lt;/li&gt;&lt;/ul&gt;&lt;/span&gt;&lt;br /&gt;It was agreed that future network meetings would be a mix of formal presentations on agreed crunch issues  - followed by space for board let &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_1"&gt;discussions&lt;/span&gt; on priorities. It was felt that it was very important for board members to have the chance to share and learn from each other - and that the benefits far outweighed any issues of competition between associations.&lt;br /&gt;&lt;br /&gt;The top 2 crunch issues that were identified for the next network meeting were:&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;The credit crunch will have on housing associations and the lives of tenants&lt;/li&gt;&lt;li&gt;How to recruit and support  stronger board&lt;/li&gt;&lt;/ul&gt;There was also strong interest in how to use online spaces - like this blog - as a places for giving board members access to more information and &lt;span class="blsp-spelling-corrected" id="SPELLING_ERROR_2"&gt;networks&lt;/span&gt;:&lt;br /&gt;&lt;br /&gt;&lt;ul&gt;&lt;li&gt;Before meetings so valuable time can be spent with 'up to speed' discussions&lt;/li&gt;&lt;li&gt;After board network meetings  - She hinted that the review report - due shortly - might recommend some changes to over-complex regulations. However, she suggested that this might need to be balanced by a closer look at finance and governance. This will be an opportunity for conference delegates to network, learn and get re-energised. This year CHC will be supporting the development of an online network to enable board members to say in touch, share best practice and get answers to tough questions during and after the conference. &lt;/span&gt;&lt;br /&gt;&lt;p&gt;&lt;span style="font-family:arial;"&gt;&lt;a title="http://uk.youtube.com/watch?v=" href="http://uk.youtube.com/watch?v=M_iy5Y4hx9w"&gt;http://uk.youtube.com/watch?v=M_iy5Y4hx9w&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;CHC will be contacting associations and board members across Wales to get examples of their organisations work that they are most proud about. These samples will be posted on the blog to encourage more to do the same.
